Leak Adjustment Request Form

Whereas the Board of Directors of the Central Water District are aware of circumstances under which customers may incur excessive water bills by reason of a leak on their side of the water meter which is unknown to them,

Whereas the Board of Directors wishes to adopt a fair adjustment policy to provide relief to customers who experience said problems, and

Whereas the Board of Directors amended Ordinance 1-97 in 2019 by adjusting the right to seek adjustment of excessive bills as limited to one adjustment in any three (3) year period of time by the same customer,

NOW THEREFORE IT IS HEREBY ORDAINED by the Board of Directors of the Central Water District that Section 1 of the Ordinance be amended by Ordinance No. 1-24 to read as follows:

Section 1. Water Bill Adjustments 

If a customer files a written application with the District office requesting relief from an excessive water bill within ninety (90) days of the date of the bill complained of, and if the District Manager finds that the bill was due to excessive water use which resulted from an unknown breakage or faulty fixture belonging to the customer which is not the result of overall neglect and lack of maintenance, and the District Manager further finds that the customer acted with due diligence to repair the problem upon its discovery, then the District Manager, in the exercise of reasonable discretion,  may adjust the billed amount by analyzing meter usage data in order to quantify the amount attributable to the leak, and/or by utilizing the following formula:

The billed amount from the leak period less the billed amount for the same period in the previous year yields the billed amount attributable to the leak. The adjustment shall be 50% of the billed amount attributable to the leak.  Current tiers and rates will be used to calculate the new adjusted bill.
